New 2025 Head Start Poverty Guidelines

  • In accordance with the new Poverty Guidelines released by ASPE, we have updated the Poverty Guidelines in Hubbe so that the "Income Eligible for Head Start" column on the Applications & Waitlist grid is using the new 2025 guidelines, and that the program descriptions are using the new 2025 guidelines for the income ceilings table


Attendance Report Updates

  • Updated the logic for CCTR/CMIG students in the Enrollment and Attendance Register (EAR) and 9500 reports to exclude school-age children who are not in 1st through 8th grade (according to their "Grade Level" selected) from the DLL adjustment factor determination. This means that if a student who is two years old can be eligible for the DLL GDC code, but students who are older than two years old and are in 1st - 8th grade will be excluded from the DLL GDC adjustment factor



  • Added a new column to the Enrollment & Attendance Registrar (EAR) report Excel and CSV downloads titled "Grade Level" to allow users to find children in TK and K who should be reported in the DLL Group Designation
  • Updated the way a child is determined as the "Exceptional Needs" category in the EAR and 8501 reports so that they are only eligible for this category if their active IEP/IFSP record has "Yes" marked for the "Is the child receiving specialized services" field



Subsidized Certification Enhancements

  • Updated the Application for Services form to allow the selection of "Prefer not to answer" on the parent "Gender" field when creating the form (this value previously caused an error during the creation of the form)
  • When creating a Notice of Action (NOA), if the user selects to exclude schedules in the NOA, then they will be prompted to select if it is for a CDE of CDSS NOA to ensure the appeal information at the bottom of the NOA download includes the correct address/contact information



Meals & Snacks Enhancements

  • Added a notes and attachments space on the individual meal cards within the "Meal Counts" record at the Agency, Site, and Session levels



Fixes & Adjustments

  • Fixed an issue with the "Create Notice of Action" option made within the "Change Scheduled Hours," "Transfer Student," and "Drop Student" schedule actions to ensure the fee details are preserved upon saving the NOA and that the family's billing information is properly set on the Fee Plan following the schedule change
  • Fixed an issue with changing an "Authorized Pick-Up" contact to an "Emergency Contact" in a household related to an error about the PIN code already being in use
  • Fixed formatting issues with the Family Contract to ensure the download is formatted correctly
  • Fixed an issue with the Group Designation Code (GDC) logic for three-year-olds to account for children who turned three after December 1st and enrolled in CSPP after their third birthday (the system was reporting the child in the next highest adjustment factor and skipping the three-year-old category in this scenario)
