All CCTR and CMIG contractors, beginning July 1, 2025.



What's in the new update?

CDSS recently released CCB 25-13, which now requires center-based CCTR and CMIG programs to begin collecting Dual Language Learner data on children.


To support this new requirement, the Hubbe system has implemented several updates to allow CCTR and CMIG programs to complete the Family Language Instrument (FLI), to designate the child as a Dual Language Learner, and the Family Language and Interest Interview (FL&II).



Family Language Instrument Survey Updates

We've updated the initial 4-question Family Language Instrument Survey to reflect the updated language, as shown below. This includes new question wording, additional question sub-text to assist parents and staff with answering each question, and a new sub-question for Question 3 where parents and staff can now enter free-response text (optional). 


Staff can use this single template for both CCTR/CMIG and CSPP programs.




Family Language and Interest Interview Updates

We've updated the Family Language and Interest Interview (for students identified as DLL) to reflect the updated language, as shown below. This includes minor question wording changes in questions one and three.

Parent Portal Alert to Complete Family Language Instrument Survey for Children Enrolled in CCTR and CMIG Programs

We have updated the alert that parents receive upon logging into their Parent Portal account to complete the initial Family Language Instrument Survey so that parents of children enrolled in CCTR and CMIG programs will also be prompted with the question of whether they would like to complete the survey for their child (please note, parents are not required to complete this survey). If the parent declines to complete the survey, then they will no longer see this alert. Likewise, if the parent completes the survey for their child, then they will also no longer receive the alert.


If parents or staff have already completed the Family Language Instrument for a child, then that parent will not be prompted with this alert upon logging into their Parent Portal.



Family Language & Interest Interview Grid New Default Filter for CCTR and CMIG Children

The Family Language & Interest Interview grid is available at all levels: agency, site, and session. To access this grid, click on Family Engagement > Family Language and Interest Interviews


Previously, the "Subsidy Type" filter defaulted to only show students enrolled in a CSPP program. Now, these grids will default to show students enrolled in a CCTR and/or CMIG program, as well. Staff can easily view which students have completed the Family Language Instrument or Family Language and Interest Interview, and utilize filters to identify which children still need an interview to be completed.



Agency Program Family Application Setup

We recommend adding the Family Language Instrument to your Family Application for families applying to a CCTR or CMIG funded program. Within an the "Customize Application" tab in an Agency Program, enable the setting to "Include Family Language Survey Questions" in the application process. When set to "Yes," any parent applying to this program will be presented with the survey as an optional step in the application.


The video below shows how to navigate to this setting. Please note that the parent will only be prompted to complete the optional Family Language Instrument survey if they are applying to the programs where this setting is enabled.
